NOW ELECTRONIC MOTOR BIKES IN THE CAPITAL-CITY
Delhi Chief Minister Smt. Sheila Dikshit today launched battery-operated motorcycles in a simple function organised at her residence. M/s. Evera Auto India Pvt. Ltd. has claimed their product as first battery-operated motorcycle in India. It has presented 10 models which are eco-friendly and can run between 80 to 200 kms. with single charge of the battery. The Company has claimed that run of its bikes would cost less than 10 paisa per kilometer. Smt. Dikshit described this as a green moment as the electronic two-wheelers would contribute in environment protection, as there would be no emission of pollutants. It may be recalled that Smt. Dikshit had also launched a pollution-free battery-operated e-car last month. The Company has claimed their motorcycles as maintenance-free. It has also decided to establish a network of 200 dealers in the current financial year. Chairman of the Company conveyed his gratitude to Smt. Dikshit for offering subsidy and exemption of VAT on battery-operated vehicles in the Capital-city. It has also claimed that maximum use of battery-operated two-wheelers would be instrumental in saving of million tons of petrol.
Cheats arrested
INCIDENT:
On 24.6.2008, Surjit Singh R/o 7/123 Geeta Colony reported that he called two locksmiths to repair almirah locks in his house. Both the boys were aged between 21 to 23 years. While repairing they asked Surjeet Singh to bring some oil to lubricate the locks. After sometime both of them expressed their inability to repair the locks. However, they assured to repair the locks in the evening and left. The complainant found their behaviour suspicious and he forced open the almirah. He found Rs. 4.6 Lac, 2 gold rings, 1 mobile and a wrist watch missing. A case vide FIR no. 139/08 u/s 380/420 IPC was registered at PS Geeta Colony.
INVESTIGATION:
A team comprising of SI Rajender Kumar, HC Jasbir, Ct. Abodh and Ct. Mange Ram was constituted under the supervision of Inspr. Niyam Pal Singh, SHO. Sketches of both the cheats were prepared and information regarding permanent and temporary habitats of such locksmiths collected. The team started search and making enquiries at these places. One person resembling a sketch and details was traced near old Delhi railway station. He was put under sustained interrogation. He revealed his identity as Raghubir Singh and disclosed of having stolen the cash and other articles alongwith his friend Gottu Singh @ Vishal Singh who has left for Indore alongwith cash. Stolen mobile phone and wrist watch were recovered from Raghubir.
Railway police of Indore was informed and a team from Delhi was dispatched immediately. The other accused Gottu was arrested by the police at Indore. Rs. 2,30,500/- were recovered from Gottu.
The accused revealed that they come to Delhi by train on regular basis and take shelter in temporary rain baseras near railway stations. They roam around in residential areas hawking for repair of almirah locks. They send house owner out of the room on some pretext. In the meantime house owner return they put the stolen articles in their tool bags.
Case FIR no. 316/08 u/s 380 IPC PS Shakarpur has also been solved with their arrest. Rs. 2.71 Lacs and 2 gold rings were stolen on this case. Their further involvements are being verified.

International drug racket busted.
A team of Special Cell led by Inspector Devendra Singh under the supervision of Sh. L.N.Rao, ACP has busted an international narcotic drug racket and arrested 2 members of the gang. 3.052 kgs of fine quality of heroin worth Rs. 3 crores in the international market have been recovered from them. The arrested criminals include one Nigerian.
On 27/6/2008, an information was received by S I Satender Sangwan of Special Cell that a lady had gone to Jammu to take the delivery of heroin and will come back the next day i.e. 28/6/2008. The consignment will be delivered to one Nigerian national. The information was further developed and on 28/6/2008 it was further learnt that the lady who had gone to Jammu has come back and will deliver the heroin to the Nigerian in the after noon near Metro Railway Station, Nawada, Delhi.
A team headed by Insp. Devender Singh was deployed at strategic location and two persons including one lady and one Nigerian were apprehended at about 2.05 P.M. on 28.06.08 when the lady was delivering consignment to the Nigerian. Their name and addresses were disclosed as (1) Ms Hema @ Rita r/o Uttam Nagar, New Delhi; (2) Pius Onwaso Okolonta r/o Enugu, Nigeria. presently residing at Daya nand colony, New Delhi. On checking it was found that the quantity of heroin delivered was 3.052 Kgs worth over Rs 3 crores in the International market.
The interrogation of the accused persons has revealed the entre network the king pin was one Zorawar based in Lahore (Pakistan) and his main conduit was one Rummy, who was receiving this consignments at Jammu he was further supplying these drugs to different Nigerians in Delhi and surroundings areas .
Pius, Nigerian had come on tourist VISA in 2006 for six months. His VISA expired in Dec.2006 & is thereafter staying illegally.
Hema has disclosed that she has worked in Bhojpuri films and is aspirant actor & model. she has come into contact with pius through a friend of his whom she had met in the bar. pius lured her into this drug trade for the easy mony that she got.

LOK SABHA SPEAKER CONDOLES THE DEMISE OF SAM MANEKSHAW
The Lok Sabha Speaker, Shri Somnath Chatterjee has expressed grief at the passing away of Field Marshal Sam Manekshaw. In a message, Shri Chatterjee wrote:
“I am grieved to learn of the passing away of Field Marshal S H F J Manekshaw at the Military Hospital, Wellington yesterday. His demise is indeed a great loss to the country but I am sure his deeds and achievements will always stand as great examples of patriotism and of high and inspiring leadership for others to follow. He has made great contribution towards making Indian Army what it is today and about which we are all proud. His life has inspired and I have no doubt will continue to inspire others to do their best for the motherland. I pay my homage to his memory, which will no doubt be everlasting.”
MCD TO ORGANIZE SPECIAL CAMPS ON LAST FRIDAY OF EACH AND EVERY MONTH TO DISPOSE OF APPLICATIONS FOR SANCTION OF BUILDING PLANS
Municipal Corporation of Delhi has decided to organize Special Camps on last Friday of each and every month for disposing of applications for Building Plans, Regularizations of Plans and issue of Completion/Occupancy Certificates. These Camps will be organized from 10.00 a.m. to 5.00 p.m. at MCD Office Complex situated near Ambedkar Stadium adjacent to DTC Bus Terminal, Delhi Gate. The next Camp will be held on 27th June, 2008. In case, the last Friday falls on a holiday, the Camp would be held on previous working day. The applications received upto last day of previous month will be dealt with at these Camps.
Additional Commissioner of Engineering Department, Engineer-in-Chief, Chief Law Officer, Chief Town Planner and Chief Architect will also be available at these Camps to render necessary guidance, if required.
It may be recalled that MCD organized Special Camps on 16th and 17th of May, 2008 to deal with the cases of sanction of Building Plans. Keeping in view the overwhelming response at these Camps, MCD has decided to make organization of such Camps, a regular feature.
The UPA government is in ICU: Shri L.K. Advani
Shri L.K. Advani, Leader of the Opposition (Lok Sabha) has sharply criticized the crisis-ridden government headed by Dr. Manmohan Singh, saying that “in my six decades in national politics, I have never across a government that has remained in a state of paralysis for so long a time due to its own internal contradictions.”
“The UPA government is in ICU,” he said, while speaking at a function in Mumbai last night. It was organised by Business Standard to give away awards to innovative entrepreneurs. “How the government will rescue itself is something that I do not know, for I am not a doctor,” he added. “The UPA government has sealed its own fate. It has written its own epitaph even before its formal exit.”
Commenting on the latest inflation rate having shot up to 11 %, which is a 13-year record, Shri Advani said, “Certainly, people expected better management of the nation’s economy from Dr. Manmohan Singh, who is known to be a distinguished economist.”
On the Indo-US nuclear deal, Shri Advani said that “the government has pushed itself into a corner.” He remarked that the crisis was a “predictable outcome of the contradictions” between the Congress-Communist combine. “It was known right from the beginning that the Congress and the CPI(M)-led Left parties do not share any common ground on economic and foreign policies. And, yet, they came together on the bogus claim of unity of ‘secular forces’. Frankly, the real aim of the two parties was to keep the BJP out. And now the contradictions between the Congress and the Communists have inevitably come home to roost.”
“If the government goes ahead with operationalisation of the nuclear deal, the Communists will withdraw their support. If the government once again chooses to retreat, the Prime Minister’s credibility and authority, which were never very high, will have all but evaporated. My simple question to Congressmen is this: IS THIS THE WAY TO RUN A GOVERNMENT?

“MCD GEARS ITSELF TO MEET CHALLENGES OF EARLY MONSOON”
Mr. Vijender Gupta, Chairman, Standing Committee today took a review meeting of senior officers, MCD’s preparedness for water logging and de-silting. He subsequently informed media that the Municipal Corporation of Delhi has geared itself for meeting the challenges posed by the early arrival of the Monsoon in the city. The Man and Material resources have been placed so as to deliver optimum results. He said that 102 permanent pumping stations situated in various parts of the city have been made fully functional round-the-clock. In addition to the electric connection, they have been provided with the support of diesel generators to ensure uninterrupted supply of power for de-watering. The 12 Zones each have been provided with 28.5 horsepower portable de-watering pump as well as 6.5 to 12.5 horsepower portable sub-mersible water pumps. In addition, all the control rooms in the Zones as well as Town Hall have been provided with five portable de-watering pumps of horsepower of 6.5 to 12.5. The Zonal control rooms have become fully functional with adequate machinery and manpower. Citizen can now lodge their complaints round-the-clock.
Chairman, Standing Committee informed that Deputy Commissioners have been directed to be in field during heavy rains. They must personally supervise de-watering operations. They have been told to lay special emphasis on vulnerable points. He also added that their number has been reduced from 120 last year to 65 this year because nearly half of the points do not face perennial

problem of water stagnation. 550 portable de-watering pumps have been provided to take care of these vulnerable points as well as other points from where the complaints are received.
Mr. Gupta said that at present about 10,000 cubic metric tonnes of silt is lying on the banks of various nallahs. To dispose off this silt 1100 additional labour is being engaged to carry it to SLF sites. 20 additional trucks are being given to Deputy Commissioners for this purpose. He said that the top priority is being given to dispose off the silt at SLF sites. He said that work of de-silting will simultaneously continue.
Mr. Gupta further informed that 12 mobile units fitted with sub-mersible pumps and generator sets have been deployed to attend to complaints of water logging from unauthorized colonies as well as other areas. The BRT Corridor Authorities have also undertaken to drain out the logged water as and when required in their Corridor.
Mr. Gupta said that 12 points have been identified on which works has to be undertaken by the PWD, Delhi Jal Board/DDA/BRT. These points includes: Road Under Bridge, Badarpur; Water Treatment Plant, Lony; Azadpur Metro Flyover from Munirka to Vasant Vihar; Madhuban Chowk; Punjabi Bagh Flyover; Dhaula Kuan Flyover; Dwarka to Airport Flyover. He has written a letter to the Chief Minister to direct PWD to take necessary action at these points so that water logging shall not occur.
Mr. Gupta said that MCD’s SLF sites are made fully prepared to receive garbage and silt. He also directed senior officers to keep close watch on Dalaos and Dustbins and ensure that there should be no accumulation of garbage.
MCD AGREES TO LEASE OUT AND INCOME TAX DEPARTMENT AGREES TO ACQUIRE “IN PRINCIPLE” COMMERCIAL SPACE IN THE CIVIC CENTRE
Chairman, Standing Committee, Mr. Vijender Gupta today informed that the Municipal Corporation of Delhi and Income Tax Department of the Central Government have decided “ in principle ” to respectively lease out and acquire commercial office space in the up-coming Civic Centre Building. The Central Board of Direct Taxes (CBDT) has given green signal to the Income Tax Department for acquiring the space in the building and fulfill the necessary formalities. Both organizations have formed teams of senior officers to negotiate as way forward to finalizing the cost implications and other related issues. It is expected that construction of the building would be competed by the year-end.
The Municipal Corporation of Delhi has worked out an indicative cost of Rs.2,400 crore as implication of its proposal on 99 year long lease basis. Mr. Gupta clarified that the final figure would depend on the agreement based on terms and conditions reached after the proposed negotiations by both the Bodies. This is going to be the biggest agreement to be negotiated by the Municipal Corporation of Delhi, said the Chairman, Standing Committee.
Mr. Gupta informed that MCD has proposed that the Income Tax Department would be required to make payment of Upfront Lease Premium (one time) of Rs.2283.33 crore for nearly half of the area of the Civic Centre which would be about 5.43 lac sq.ft. at the rate of Rs.42,000 per sq.ft. The office space would comprise block-E2 (two six story blocks) having area of 4,18,510 sq. ft., Block-B covering an area of 62,570 sq. ft. and Block–D covering an area of 62,570 sq. ft. The one-time payment for Upfront Lease Premium for service block would be Rs.62.057 crores at the rate of Rs.21,000 per sq. ft. for the areas of 29,590 sq. ft. The one-time payment of Upfront Lease Premium for Underground Parking would be Rs.55.50 crore. The capacity for the parking lot will be 1100 cars. The charges are Rs.5 lac per car space.
Chairman, Standing Committee informed that it is proposed to fix payment for annual lease rent at the rate of 2.5 per cent of Upfront Lease Premium of 2283 crores. It comes to Rs.57.57 crores for the first year. It shall be payable on half yearly basis. MCD proposes an incremental of 2 per cent on the previous year annual rent.
According to Mr. Gupta various charges would be as per the actual. These include payment of annual value of property tax, annual ground rent/licence fees, annual building insurance, annual facility management services/maintenance charges etc.
Chairman, Standing Committee informed that MCD would ensure the smooth flow of traffic on long term basis in the areas. A detailed programme incurring an expenditure of Rs.200 crores has been prepared based on the traffic study carried out by Traffic Management Experts and approved the Technical Committee of Delhi Development Authority. The heavy volume of traffic in the vicinity during the decades to come as well as connectivity from New Delhi Metro and Railway Station, proposed Metro Station linking Indira Gandhi Airport and Minto Road as well as the adjoining areas of Rajiv Chowk, Bahadur Shah Zajar Marg, Old Delhi etc. have been comprehensively studied and taken into account. The traffic plan comprises one fly over, three under ground passes, one travelogue and intersections. MCD is going to invite tender for execution of the traffic management plans. It is expected that the traffic plan would be implemented well before the beginning of the Commonwealth Games.

DRILL MEANT TO CHECK THE LEVEL OF PREPAREDNESS OF VARIOUS AGENICES DURING DISASTER
A Mock Drill was undertaken today at Delhi Secretariat to check the level of preparedness of various agencies and their response in case of a real disaster and safety measure during such situation. Large number of employees of Delhi Secretariat realized various do’s to save their lives during such emergent situation.
A telephonic message had been received from Police Control Room at 3:00 PM about a bomb blast in the cafeteria area of Delhi Secretariat and emergence of small fire and smoke covering engulfing first floor of the building. After receiving the messge PCR Van and Fire Tender rushed to the Delhi Secretariat along with team of senior officials to perform their duties. All officials present in the building were directed to leave the building immediately. Various teams searched the nook and corner of building for possibility of any bomb in any floor. A Fire Tender reached Cafeteria area of the Secretariat where fire smoke was coming. Fire Tenders took five minutes to curb fire.
Such drills are meant to check the level of preparedness of various agencies and their response in case of a real disaster. They are organised to spread awareness and prepare the citizens in case of any disaster striking vital places. The drills are meant to ensure that the citizens and other agencies learn their role and overcome possibility of shock and fear.

How not to investigate a murder?
Paying For The Sins Of Indifference/ Heart Of The Matter

A gruesome murder of a Noida school girl, Arushi, on May 16, 2008, right in her parents house, that is Dr, Rajesh Talwars and Nupur Talwar, is turning up one mystery after another. At the time of murder, there were only four persons in the house, including the murdered Arushi and a domestic help Hemraj. Two of them are no more. The only survivors are the parents of the deceased Arushi.
One of them, Dr. Rajesh Talwar had been arrested by the Police as the likely suspect in the murder of his own daughter and the domestic help, Hemraj, a Nepali. The initial investigation done by NOIDA ( UP) Police, was so perfunctory, that it led to the media pointing out, the finger at it.
At the instance of Dr. Talwar, the local police lapped up the theory, that the crime was committed by the domestic servant, Hemraj. They took it, so much, for granted, that it was an open and shut case, that they did not search the house for the weapons or other clues to the murder. Only next day, when a retired police officer, visited the house, to supposed condole, he noticed the blood stains and locked terrace. The key of the lock leading to the roof was missing. So according to him, he had the locked broken. Low and behold, the body of servant, accused of the crime was lying there. The basic of investigation were not done, which should have entailed summoning the dog squad, photographing victim’s position at scene before removal, collecting physical evidence from victims, as well collect victim’s clothing and personal effects. The Police, should also have prevented anyone entering the house, or disturbing the scene of offence, or touching the bodies, pending the arrival of forensic science and other experts.
Failure to follow up on collecting items that left the crime scene with the victim, as well as, not lifting finger prints, blood stain samples to a great extent can cause their loss or render them useless as evidence.
There is no such thing, as too many photographs or a lot of videography of a crime scene, which should have included all possible locations relevant to crime , including the adjoining rooms, or area, as something may have happened there which will be of critical importance as the investigation proceeds. It is the job of the investigator, to have marked and photographed location of objects found, such as latent fingerprints, footprints, any tools, hair, fragments of cloth, buttons, cigarette butts, cartridge , bloodstains, room furniture, doors, etc. The scene of crime should have been secured to prevent the entry of unauthorised persons, to prevent any possible chance of destruction of fragile evidence, such as finger prints , footprints, or other clues. The weather conditions, especially at outside crime scene, in the case of Hemraj should have been noted and the perimeter of scene of crime should have been secured, as the terraces of the houses in the area are interconnected..
The idea of a thorough investigation, is to find out, How, When, Where and Why a crime was committed. The investigation done by the NOIDA Police, was not only full of loopholes, but had haemorrhage at all steps. However, the top brass, was more busy in press conferences, rather than doing their job, in making sure that first the case was thoroughly and impartially investigated and all possible clues were collected.
NOIDA police, it seems had made up its mind, that the father of the victim Arushi, Dr, Rajesh Talwar was the culprit and they went all out to buttress their claim. May be, what they felt and said was true.
But the criminal justice system runs on the basis of evidence and not anybody’s personal feelings or perception or views, however right they may turn out to be. The case was transferred to the CBI, after two weeks, as the family of Dr. Talwar, who had expressed doubts about the fairness of the investigation by NOIDA Police.
The first investigator of any crime case, can by meticulous observation has the opportunity to collect all the clues. He can either make or mar the case. The CBI on receipt of the case, was hard put to gather the clues, which had been either messed up or trampled or white washed may be deliberately or unconsciously. Now the CBI has asked the TV News channels to hand over the footage of the crime, and the scene of crime, as some of them had meticulously recorded, the same, perhaps in a better way, than what the local police had done.
The case, depends only on the circumstantial evidence. Nothing can be ruled out, about anybody’s guilt. CBI faces an uphill task and it may take quite a few days or few months to unravel the mystery of the case. Two lie detector tests have been done on Dr. Talwar, with his consent.
The CBI in its submission to the court has said that for now, it does not require custody remand of Talwar. Incidentally, CBI can question, Talwar even in jail as and when required, with the permission of the court. The future course of investigation would now depend on what evidence, the agency can get in the forensic examination of blood samples, computers, laptops and other materials seized from the spot, as well as the reports of two lie detection test to come to a definite conclusion, about the crime and criminals
This case has highlighted the working of the Police, which has been almost the same for the last 147 years, The first police commission (1902-1903) had this to say about the police at that time. “There can be no doubt, that the Police Force ,throughout the country, is in a most unsatisfactory condition, that abuses are common everywhere, that this involves great injury to the people and discredit to the Government, and that radical reforms are urgently necessary”. The National Police Commission of 1977-81 set up under the Chairmanship of late Governor Dharmavira observed; "The basic and fundamental problem regarding the Police today is how to make them function as an efficient and impartial law enforcement agency fully motivated and guided by the objectives of service of the Public at large, upholding the constitutional rights and liberty of the people. What the Police Commission said in 1903 appears more or less equally applicable to the conditions obtaining today”. Amongst other reforms in its eight reports, it recommended, the separation of the law and order functions, from the Investigation of crime, so that full time attention, could be paid to the investigation, which requires undivided attention.
As happens with the reports of numerous Commissions and Committees of the Government, the reports of the National Police Commission have remained in cold storage in the name of examination and for taking action. It continued, till September, 2006, when the Supreme Court in a land mark judgement gave direction, for separating the law and order and investigative functions. It also said, that it should be ensured that there is full coordination between them. It also added that the process may be initiated in towns/urban areas with 10 lakh or more population and then extended to smaller towns. This was apart from a number of other directions regarding tenure of the officials, selection of the State Police Chiefs called Director Generals of Police and insulating the police against unwarranted influence or pressure on the police. The directions were to be complied with before 31st December, 2006.
But almost all state Governments, who are responsible for policing in the country, under the Constitution, are either indifferent, are dragging their feet, as obviously, they do not wish to give even a modicum of independence to police, by changing the laws and regulations which have outlived their utility. It is common sense to take a system or method and try it. If it fails, and try another.
Arushi murder case, has again highlighted the need to bring about the urgently needed reforms in the police, as well as, pay attention to the training of the policemen in the latest techniques of investigation. Handing over any case to CBI, which is a very small organisation, is just like applying a band aid and not a solution to the problem of poor investigation. Our National and State Capitals, have become place, where our leaders praise courage, but act on elaborate personal cost-benefit calculations. They talk about good governance. They better practise, what they preach.

BLIND MURDER CASE OF PUNJABI BAGH WORKED OUT.
West District Police worked out the blind murder case of one Arshad Khan, aged 24 years R/o H.No. 82, Mohalla Ladu Pura, P.S. Baheri, Distt. Bareilli, U.P. and arrested three accused persons namely, Mohd. Afjal @ Mohd. Sahil age,25 years, S/o Ali Ahmed, R/o Village Dadu Pur, P.S. Tel Gaon, Distt. Sita Pur U.P., Bhupender Yadav, age years, S/o Rajpal Singh Yadav, R/o Bhanu Pura, P.S. Sirsaganj, Distt. Ferozabad, U.P. and Rajesh Yadav, age 22 years S/o Hari Singh R/o H.No. , Gali No. 4, Town Karhal, P.S. Karhal, Distt. Mainpuri U.P and recovered one mobile phone of deceased, Arshad Khan and one buttondar blood stained knife which was used in the crime was also recovered. On 31.5.08, a PCR call was received in the Police Station Punjabi Bagh regarding lying of a dead body in the shrub near Railway Printing Press. On this information, Inspr. Joginder Singh Joon along with staff reached the spot and found a male dead body aged 28-30 years with sharp injury on the neck and back side. Subsequently, a case FIR No. 203/08 dated 31.5.08 U/s 302 IPC, P.S. Punjabi Bagh was registered and investigation was taken up. INVESTIGATION. A team under the supervision of Sh. A.K. Lall, ACP/Punjabi Bagh, Sh. Parmaditya, ACP/Tilak Nagar, headed by Inspr. Gurmeet Singh, SHO/Punjabi Bagh, assisted by Inspr. Joginder Joon, S.I. Khemender Pal, S.I. Sudhir Kumar, H.C. Harender, H.C. Rishi Raj and other staff who got the dead body identified and apprehended the culprits. Wide publicity was made in the area through distribution of pamphlets, pasting hue and cry notice and announcement with P.A., System in the area of Punjabi Bagh, Shakurpur, Saraswati Vihar, Inderlok, Moti Nagar, Raghubir Nagar, Madipur, Rampura, Jahangir puri, Mangolpuri, Sultanpuri and other adjoining area of P.S. Punjabi Bagh. With the sincere efforts of the investigation team the deceased was identified on 10.6.08 as Arshad Khan, aged 24 years R/o H.No. 82, Mohalla Ladu Pura, P.S. Baheri, Distt. Bareilli, U.P.by his brother Majhar Ali. On 11.6.2008, accused , Mohd. Afjal @ Mohd. Sahil age,25 years, S/o Ali Ahmed, R/o Village Dadu Pur, P.S. Tel Gaon, Distt. Sita Pur U.P., Bhupender Yadav, age years, S/o Rajpal Singh Yadav, R/o Bhanu Pura, P.S. Sirsaganj, Distt. Ferozabad, U.P. and Rajesh Yadav, age 22 years S/o Hari Singh R/o H.No. , Gali No. 4, Town Karhal, P.S. Karhal, Distt. Mainpuri U.P were arrested on secret information. During their thorough interrogation, they confessed of their crime. Robbed mobile phone of the deceased Arshad Khan has been recovered from the possession of accused Rajesh Yadav and one buttondar blood stained knife used in the crime has also been recovered at the instance of accused Mohd. Afjal @ Mohd. Sahil. MOTIVE. The deceased Arshad Khan and accused Mohd. were known to each other for the last three years. They have lived together also. Both were Tailor by profession. Sometime back, Mohd. Afjal has given some money to deceased Arshad Khan to bring charas from U.P. Deceased Arshad Khan neither brought the charas nor returned the money to Mohd. Afjal so he decided to take revenge and kill Arshad Khan. CRIME On the day of incicident i.e. 30.5.08, accused persons along with deceased consumed the alcohol and food together at B-27, Lawerence Road, Delhi where the accused persons were staying temporarily. Thereafter, they left for Punjabi Bagh and on the way accused persons attacked the deceased with knife and cut his throat. They took out his mobile phone and Rs. 4300/- and distributed among themselves. One of the accused left Delhi after the crime and returned back thinking that the matter has been settled. Further investigation of the case is in progress. Staff involved in the good work is being suitably rewarded.
ISO CERTIFICATION OF TECHNICAL LAB
The Municipal Corporation of Delhi since its inception has initiated measures for testing of Civil Engineering materials for quality assurance purpose for the works to be executed in the jurisdiction of MCD. The Technical Laboratory was established at the earliest stages in 1959-60.
More than 30 types of Civil Engineering Materials are being tested as per required CPWD, BIS, IRC and other relevant specifications. Job mix design for pavements and cement concrete are also being conducted. Adequate testing machines / equipments have been installed to accomplish the job of testing in an area of 2000 sq.mtrs.
The samples of materials to be tested from the site of work are being lifted by the Site Engineers and being sent for testing in the Laboratory. Site / Field Engineers collect and seal the samples themselves and then send these samples for testing through their identified representatives. While receiving sealed samples at the Mpl. Lab.
Whenever Site / Field Engineers feel, they are welcome to get the testing done in their presence. Moreover, the Director (Technical) and Dy. Directors also check the testing regularly. Proper monitoring of the functioning of the Technical Laboratory is also being checked by Senior Officers and detail reports of the work done in the Laboratory is being forwarded to them for their information.

The UPA government’s anti-aam aadmi character has been starkly exposed yet again by its decision today to hike the prices of petrol, diesel and LPG.
The poor and the middle classes have been already groaning under the burden of unprecedented rise in the prices of all essential goods and services, caused by the mismanagement of the economy by the government. All the oft-repeated promises of the Prime Minister and the Finance Minister to control the rate of inflation have failed.
And now, in another act of insensitivity and betrayal, the government has taken a decision that is bound to have a cascading effect on prices. This will further impoverish crores of ordinary Indian families.
An already unpopular government has invited fresh wrath of the people.

On 01.06.08 Ram Sumer r/o B-205, New Ashok Nagar, Delhi, aged about 55 years was found murdered in his house with a gun shot wound.

Investigation
Investigation of the case was handed over to Inspr. Rajesh Kumar and a team led by Inspr. Subhash Thukral (SHO), Inspr. Ram Kishor, SI Dharampal, Ct. Amar Singh and Ct. Virender was constituted. During investigation, the team made local enquiries and kept surveillance over the suspect. During the local enquiry it was revealed that it was deceased's third marriage and his wife was much younger to him. It was also revealed that his wife is very close to Udai Veer Singh r/o B-189, New Ashok Nagar who is a RMP and runs a clinic in the area. Surveillance was kept over the activities of Udai Veer Singh and he was thoroughly interrogated. During sustained interrogation Udai Veer disclosed of having killed Ram Sumer.
Interrogation
The accused revealed that he was very intimate with deceased wife. He was living in their neighbourhood. A plan struck in his mind that if he managed to eliminate Ram Sumer, Shyam Kumari will become natural heir of the house and he could live with her later. On the night of incident, the accused came to meet the deceased at about 11.30 p.m. and shot him in his head. After escaping from the spot he threw katta and rounds in Hindon River. The katta has been recovered from the Hindon River of the instance of Udai Veer.

A team of Special Cell led by Inspector Badrish Dutt and Insp. V N Jha under the supervision of Shri L. N. Rao, ACP has busted a racket of forged visa run by a gang of notorious cheats and has arrested four of its key members Nakul Kohli @ Vishal @ Prince, Javed Khan, Naveen Malhotra and Prateek Sharma @ Rohan Sharma and recovered 39 passports some of which are tempered, besides 10 fake visas of Canada, and 9 of Schengen, 4 work permit of Australia, 39 fake Job agreements of foreign companies, seven rubber stamps of various departments of New Zealand Australia UK and Canada and one Computer was also recovered from his possession.
A secret information was received in Special Cell that Nakul Kohli is indulging in forgery and cheating the people by preparing fake visas etc. Nakul Kohli has been previously involved in forgery cases and has been arrested for the same offence. The team mounted surveillance and also deployed sources to develop this information. On 4.6.08, specific information was received by Inspector Badrish Dutt that today in the evening Nakul Kohli would come near Defence Colony Market to deliver the consignment of forged visa passport etc. and would be driving a Scoda car having registration No. DL - 3CAJ - 4731. A trap was laid near Defence Colony market. At about 5.40 PM police team spotted a Scoda Octavia car no. DL - 3CAJ - 4731 on the road near the MCP School, Defence Colony. The driver was identified as Nakul Kohli. After five minutes a person later on identified as Javed Khan came there and sat in the car. Nakul Kohli handed over an envelope to him. When he was about to leave the place they were apprehended. On search of the envelope 4 tempered passports along with 2 fake visas of Schengen were recovered. A case under the appropriate sections of law was registered at PS Special Cell, Lodhi Colony, New Delhi. A search was also conducted at their office in Gautam Nagar where 30 passports, 15 fake visa stickers, 4 work permits and 39 fake job permits, seven rubber stamps of various departments of New Zealand Australia UK and Canada and one Computer was also recovered and Naveen Malhotra was also arrested. A search was also conducted at their office in District Centre Laxmi Nagar in which 5 passports and 4 fake visa stickers were also recovered. Accused Prateek Sharma was also arrested from there.
All the accused persons were subjected to intensive interrogation Nakul Kohli the leader of gang revealed that he alongwith his friends are running this racket under the garb of travel agency and are duping people desiring to go abroad. They supply fake visa to prospective customers, tampered with their passports and prepared forged supporting documents . A hefty sum of money was charged for the delivery of the travel documents. The other members of gang scouted for prospective clients and received their share of illgotten gains. Nakul Kohli has previously been arrested for the similar offence.
LORD MAYOR OF MELBOURNE SATISFIED WITH PREPARATIONS FOR CW GAMES 2010
Visiting Lord Mayor of Melbourne Mr. John So has expressed satisfaction over pace of preparations for Commonwealth Games 2010. He was speaking to media persons after signing Strategic City Alliance Agreement at Delhi Secretariat today. Mr. So stated that he has been able to visit number of stadia in Delhi during his brief stay and was impressed with ongoing upgradation/construction activities.
Mr. So along with members of delegation accompanied by Australian High Commissioner in India Mr. John Mc Carthy today called on Delhi Chief Minister Smt. Sheila Dikshit in her office at Delhi Secretariat. Immediately after brief interaction an agreement was signed in presence of number of Delhi Ministers, Chief Secretary, Govt. of Delhi and other senior officers. Smt. Dikshit signed on behalf of city-government whereas Mr. So signed on behalf of City of Melbourne. Later on Chief Secretary Shri Rakesh Mehta gave a detailed presentation on City Infrastructure for CWG 2010.
Both cities have agreed to formulate a strategic city alliance focusing initially on a “Commonwealth Games Host City Partnership” to share experiences in the preparations for and management of multi disciplinary international sporting events. They would also promote development of sports, exchange of sporting knowledge, business relating to sports and tourism & cultural activities.
Speaking on this occasion Smt. Dikshit described this agreement as a beginning of friendship between two prominent cities. This is the sixth agreement, which Delhi has signed with other prominent cities of the world. Smt. Dikshit expressed confidence that the agreement would extend scope for more Indian to go to Melbourne for studies. She described Melbourne as a beautifully managed city, which was able to meticulously host Commonwealth Games 2006.
3487 MW Peak Time Power Demand met

Today was a comfortable day in Delhi as far as power situation is concerned. 3487 MW Peak time power demand was successfully met at 16.10 Hrs. today. Delhi overdrew 300 MW. No load shedding was effected.
There were 13 occasion of under frequency, last being at 12.10. PM resulting in around 50 MW power disruption in affected parts of the city.

With the arrest of 3 burglars namely Ajay @ Kala s/o Jaiveer Singh, Tarun @ Tota s/o Prem Chand and Ajay Kumar @ Vikram s/o Satbir Singh all r/o vill. Ujwa PS Jaffarpur Kalan, New Delhi, South West Distt. police has solved an important case of burglary and recovered stolen goods worth about Rs. 1 lakh from their possession.
The incident of burglary was reported by one poor lady Satto Devi of vill. Ujwa in which she stated that she had purchased costly articles including TV, fridge, sarees, jewellery, cosmetic items etc. for the marriage of her daughter by making savings throughout her life and the same were kept in her house. On the night of 24/25.4.08 the burglars stole all the articles and left her in a very depressed state of mind. A case vide FIR No. 45/08 u/s 457, 380 IPC was registered at PS J.P. Kalan and investigation taken up.
During investigation local level intelligence was developed and sources were deployed. After making secret enquiries and interrogations of the suspected persons, the suspects were zeroed down and arrested on 8.5.08. The whole stolen articles worth about Rs. 1 lakh were recovered at the instance of accused persons which they had concealed in the village itself. The accused are not previously involved in any criminal case. They are local villagers who turned culprits only for the sake of their desire to live a lavish lifestyle.
On further investigation one more case of theft has been worked out. Further interrogation is continued to ascertain their involvement in more cases.
ADMISSION PROCESS IN GOVERNMENT SCHOOLS TO CONTINUE EVEN DURING
SUMMER VACATIONS.
The Minister of Education Shri Arvinder Singh informed today that all
the schools of Delhi Government have been closed w.e.f. 1st May, 2008
for summer vacations. But the admission process in government schools
for different classes shall continue even during the vacations.
The offices of all the Principal of Government schools will remain
open during the summer vacations and they shall help the parents in
the admission process of the children in different classes.
In the end the Minister said that the Directorate of Education shall
make all the necessary arrangements for smooth admission process.
PARAMOUR ALONGWITH KILLERS ARRESTEDMURDER OF A YOUNG LADY SOLVED
With the arrest of three persons namely (i) Rehman (aged 40 years) slo Abdul Hameed Rio Village Adampur Distt. Bijnore; (ii) Naim (30 years) Sio Munna Chokidar Rio Village Mundala, Distt. Bijnore, UP, (iii) Zulfikar (26 Years) Sio Sham uddin Rio Village Mundala, Distt. Bijnore, UP., South District police has solved the case of murder of Smt. Rehana wlo Mohd. Hadis rlo Dhobi Ghat, Batla House which was reported vide FIR No. 1 00108 dated 24.04.08 uls 302 IPC, PS Jamia Nagar, Delhi.
On the night of 23/24.04.08, information was received from Holy Family Hospital that a lady viz. Rehana had been brought dead in the hospital with a deep wound injury on the left side of her head. The post mortem of the dead body confirmed that she was shot dead with a fire-arm and a lead of the bullet was recovered from the head of the dead body. No eyewitness to the incident was available at the spot as the crime was committed in the middle of night.
A dedicated team was constituted under the supervision of Shri Bhisham Singh, ACP/Sarita Vihar and under the leadership of Inspector Mohd. Iqbal, SHOIJamia Nagar comprising of SI Praveen Vats, HC Joginder Singh, Constables Mahender, Brijpal and Hemant of PS Jamia. Local intelligence was developed which revealed that the deceased had close intimacy with one Rehman, owner of leather garment manufacturing unit in the area.
A close watch was maintained on the activities of the Rehman, revealing his association with Naim, Zulfikar and Allauddin, who are close relatives of Rehman and have criminal background. It was further revealed that Naim, Zulfikar and Allauddin were present in Delhi at the time of murder of Rehana. All the three associates were apprehended from Delhi on 30.04.2008 and on sustained interrogation they confessed to have committed the murder of Smt. Rehana on behest of Rehman, who had promised to pay Rs.50,OOOI- for the murder.

Case FIR No.80/2008 u/s 392/397/411/34 IPC &
25/54/59 Arms Act was registered at P.S. Mayur Vihar on the statement
of Shahid s/o Manjoor Ahmad. One accused Shahjad Ali @ Danish @
Dhannu was arrested on 19.3.2008 and robbed mobile with knife was
recovered from his possession. The remaining two accused namely
Danish s/o Nizamuddin and Aasif were absconding with remaining booty.
On 1.5.2008, a team consisting of Inspector
Anil Sharma, ASI Ompal and Ct. Shiv Kumar of P.S. Mayur Vihar was
constituted to nab the absconding accused persons. Acting on a
secret information, the team succeeded in apprehending Danish @ Chhota
from his house. Regarding robbed booty of Rs.7,000/- he disclosed
that he was given Rs.4,000/- as a share which he has spent in
business.

Rakesh Mehta the Delhi’ Chief Secretary,in his key note address,

Centre near Manesar emphasized on the importance of silence
in day to day life and said that it is the silence in
the mind which leads to a creative mind.
Addressing a gathering of over 250 doctors form all over,
organized by Heart Care Foundation of India, Brahma Kumaris
and New Delhi, South Delhi and Janak Puri branches of IMA,
Mr. Mehta said that “A disturbed mind can not be creative”

CM GIVES STERN WARNING TO ALL
STAKEHOLDERS OF BRT
Delhi Chief Minister Smt. Sheila Dikshit today summoned all
stakeholders of the first corridor of BRT Project and gave them a
stern warning to immediately tighten all loose ends, keeping in view
prevailing reported mess over the corridor during two days of trial.
Smt. Dikshit chaired a High Level Meeting with an aim to ensure proper
coordination amongst various stakeholders of the project and
improvement to overcome all teething problems. Delhi Transport
Minister Shri Haroon Yusuf, Chief Secretary Shri Rakesh Mehta,
Principal Secretary to CM Shri P.K. Tripathi, Transport Commissioner
Shri R.K. Verma, CMD DTC Shri Ramesh Negi, CMD (DIMTS) Shri S.N.
Sahai, Jt. CP (Delhi Police) Shri S.N. Srivastava, Vice-President CMS
Shri C. Krishan Kumar, MD RITES Shri V.K. Agarwal and Prof. Dinesh
Mohan and Prof. Geetam Tiwari from IIT, Delhi were also present in the
meeting which continued for two hours.
Smt. Dikshit stated in plain words that her government is committed to
ensure people's convenience by removing all obstacles coming in the
way of smooth operationalisation of first phase of BRT Project from
Ambedkar Nagar to Moolchand Crossing. She stated that work on all
other BRT projects has been stalled till her government receives a
successful conclusion about the first BRT Project. Today's meeting
was called to review the present situation & take necessary steps to
ensure smooth flow of traffic on the first corridor and overcome
difficulties resulting in longer traffic jams. The stakeholders were
given stern warning and ultimatum to set the things right in couple of
days. It was also decided that the Transport Commissioner would daily
make an on-the-spot assessment of the situation and another review
meeting would be taken by the Chief Minister on Saturday.
